An act to add Chapter 17.45 (commencing with Section 7288) to Division 7 of Title 1 of the Government Code, and to amend Sections 538d, 538e, 538f, 538g, 538h, and 1299.07 of, and to add Sections 13653 and 13654 to, the Penal Code, relating to crimes, and declaring the urgency thereof, to take effect immediately.
