An act to amend Section 8610.5 of the Government Code, to add Sections 25233, 25233.2, and 25302.7 to, to add Chapter 6.3 (commencing with Section 25548) to Division 15 of, the Public Resources Code, to amend Sections 454.52 and 454.53 of, and to add Sections 712.1 and 712.8 to, the Public Utilities Code, and to add Section 13193.5 to the Water Code, relating to energy, making an appropriation therefor, and declaring the urgency thereof, to take effect immediately.
